XB1 Cities Skylines: Green Cities DLC not installing

This shows my process trying to install the DLC but for some reason the Xbox One edition isn't recognizing the DLC is installed. Is there a known fix for this? I went through the ALL the steps with Xbox support, including changing DNS settings
